Launch review health metrics

Purpose

Use this suite to answer: Is launch review timely, complete, proportionate to risk, and usable for the people participating in it? The six measures should be reviewed together. Short turnaround achieved through superficial review is not healthy; complete documentation produced with excessive reviewer burden is not sustainable; high satisfaction does not prove risks were addressed.

Application

Use it for launches that follow a defined tiering and review process. Set different expectations by risk tier and review type. Do not compare a low-risk copy change with a regulated, market-wide, or technically irreversible launch without segmentation.

What it is

The suite combines participant experience, flow, readiness, effort, and rework:

Stage satisfaction

identifies friction at creation, initiation, specialist review, and approval.

Review turnaround time

measures elapsed time after a complete request is ready.

Late review entry rate

shows whether launches enter review too late for the expected service level.

Documentation completeness

tests whether required evidence is valid at review start.

Review burden

measures effort per eligible launch.

Approval rework rate

shows how often evidence must be resubmitted because it was incomplete or inaccurate.

Definition and components

Launch readiness stage satisfaction

Use this as the calculation definition: Sum of valid stage satisfaction scores divided by Valid responses for the stage. Unit: Average score on the stated survey scale. Interpretation: Shows where participants experience avoidable friction; report response count and comments beside the average.

Launch review turnaround time

Use this as the calculation definition: Median Approval-or-response timestamp minus Ready-for-review timestamp. Unit: Elapsed time in hours or working days. Interpretation: Shows typical reviewer response time after the submission meets the readiness standard.

Late review entry rate

Use this as the calculation definition: Late entries divided by Launches requiring review. Unit: Percentage. Interpretation: Shows how often review begins with less time than the service level requires.

Launch documentation completeness

Use this as the calculation definition: Completed valid fields or artifacts divided by Required fields or artifacts. Unit: Percentage. Interpretation: Shows whether the evidence needed for review is present and valid at the moment review starts.

Launch review burden

Use this as the calculation definition: Total reviewer hours divided by Eligible launches. Unit: Reviewer hours per launch. Interpretation: Shows the human effort created by the review system; also retain counts of required reviews and checkpoints.

Launch approval rework rate

Use this as the calculation definition: Review requests returned for rework divided by Submitted requests. Unit: Percentage. Interpretation: Shows how often incomplete or inaccurate evidence creates an additional approval cycle.
